Technology for early readers!

My reading classroom is a tier 2 and tier 3 with special education intervention classroom. My students are first graders, most of which are at a pre reading level. We are working on increasing the student's independence in the classroom. One of our independent centers is the iPad center. Unfortunately, our iPads are out of date, making them very slow, and the resources we currently have are designed for kids that are already starting to read. I am also requesting new technology that features a phonics based, individualized pre reading/reading program to be used in both my first grade classroom as a tier 2 intervention and our 2nd grade RtI classroom as a tier 3 intervention. We tried a free trial last year and saw great success.
